R. Bruce Keiner, Jr. is a senior counsel with Crowell & Moring LLP in Washington, DC, and is co-chair of the firm's Aviation Group. He has advised clients on virtually all of the major issues and developments in the aviation industry for more than thirty years.
Airline clients regularly turn to him for advice, perspective and strategy on their most significant and challenging legal problems. Mr. Keiner has focused since 1970 on domestic and international aviation matters, with particular emphasis on matters involving international passenger and cargo aviation, air cargo, fares and rates, regulation of air freight forwarders and all-cargo airlines, airline charters, enforcement issues and ownership and control relationships involving the airline industry before the U.S. Department of Transportation and its predecessor, the Civil Aeronautics Board, the Federal Aviation Administration, foreign governments and the U.S. Court of Appeals. Mr. Keiner has represented numerous large and small airlines and currently serves as Washington regulatory counsel for Continental Airlines and general counsel for the Regional Airline Association. Mr. Keiner also has lectured on aviation law at the University of Virginia School of Law and in courses on airline charters offered by Federal Publications, Inc. He has served as president of the International Aviation Club of Washington, a member of the Association of Transportation Law, Logistics and Policy (ATLLP) and aviation editor of the ATLLP's publication Transportation Highlights. He is a member of the Aero Club of Washington and the American Bar Association Forum on Air and Space Law. Mr. Keiner's community service activities have included serving as president of the Board of Trustees of the Maret School, a private nonsectarian preparatory school in Washington, DC.
Mr. Keiner earned his law degree from the University of Virginia Law School, where he was a member of the Editorial Board, Virginia Journal of International Law, 1966-67, and author of "The 1966 Carrier Agreements: The United States Retains the Warsaw Convention," Virginia Journal of International Law, Volume 7, Number 1, December 1966. He earned his Bachelor of Arts degree from Dickinson College in 1964.
Mr. Keiner is a member of the District of Columbia and Supreme Court bars.
Mr. Keiner has been recognized as a leading aviation attorney in Chambers USA and the International Who's Who of Business Lawyers for 3 consecutive years, as well as a "Legal Elite" aviation attorney by Washington SmartCEO Magazine. In 2010, Mr. Keiner received the International Law Office Client Choice Award in the U.S. Aviation category.
