Paul Behrends is a Partner with C&M Capitolink LLC, a subsidiary of Crowell & Moring LLP in Washington, D.C. Mr. Behrends has more than 15 years of senior public policy expertise in international politics and business, having served both in the U.S. Government and the private sector focusing on international security affairs.
From 1990 to 1997, Mr. Behrends worked as Senior Advisor for International Relations and National Security Affairs for Congressman Dana Rohrabacher (R-CA), a senior Member of the Committee on International Relations and Committee on Science. Mr. Behrends participated in overseas policy development and investigative missions for the Committee on International Relations. He concurrently served as Legislative Director of the House Republican Task Force on the Balkan Crisis from 1992 to 1995.
Leaving the Hill in 1997, he has held senior positions with major public policy consulting firms in Washington, D.C. where he specializes on advising clients on issues concerning international policy and security matters.
Mr. Behrends retired with the rank of Lieutenant Colonel from the U.S. Marine Corps Reserve in 2005 with over twenty-four years of service, including duty with infantry, reconnaissance and special operations units. Mr. Behrends is a former Member of the Inter-American Defense Board, has participated in exchange programs with the British Royal Marines, attended the U.S. Marine Command and Staff College, and served in the Balkans as Deputy Operations Officer for the forward element of a U.S. Joint Task Force. Mr. Behrends has been awarded German military airborne insignia, and participated in training with over a dozen foreign militaries.
Mr. Behrends is a Young Leader Alumnus of the American-Swiss Foundation and participated in numerous election observation missions, including as a member of the International Republican Institute delegation monitoring the July 1998 National Assembly election in Cambodia and the October 2004 Afghan Parliamentary election.
Mr. Behrends received a Master's Degree from the Paul Nitze School of Advanced International Studies (SAIS) at the Johns Hopkins University. He received a Diploma from Harvard University's Kennedy School of Government Program for Senior Managers in Government, and has an undergraduate degree from Xavier University in Cincinnati, Ohio.
