Matthew P. Jaffe is a Partner in the International practice group in the firm's Washington D.C. office. He joined the firm in 2003.
Matthew began his legal career at the United States Senate. He first worked as staff counsel to a select committee assigned the task of analyzing law enforcement undercover operations (otherwise known as the Abscam investigation), and then became special counsel to the Senate Rules Committee regarding a dispute before the International Labour Organization. After leaving his Senate staff position, Matthew focused his career in the international trade area as a staff attorney first with the U.S. International Trade Commission (Office of the Administrative Law Judges) from 1984-1986, then with the U.S. Department of Commerce (Office of the Chief Counsel for Import Administration) from 1987-1990, before entering private practice.
Matthew has participated in a number of antidumping and countervailing duty cases. For example, he has helped represent in antidumping cases a major Japanese bearing producer, Mexican tomato growers, Chinese silicon carbide producers, and the Russian Government. Matthew has also participated in a number of section 201, section 301 and section 337 cases, and appeared before two GATT Panels and a Binational Panel under the U.S.-Canada Free-Trade Agreement. Finally, Matthew has worked on issues involving U.S. customs law and export regulations.
Matthew also has begun to work on issues concerning the regulatory control of nanotechnology and nanoscale materials. His special interests include the development of international, national and state frameworks for the risk governance of nanomaterials.
Matthew received a law degree and MBA from the University of Denver in 1981 and a BA from the University of Maryland, College Park, in 1977. A member of the District of Columbia and Maryland bars, Matthew is admitted to practice before the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of International Trade.
