John T. Brennan, Jr. is a partner at Crowell & Moring LLP, and is co-chair of the firm's Health Care Group. His practice primarily focuses on health care fraud and abuse matters, especially relating to federal false claims, anti-kickback, and physician self-referral (Stark Law) issues. He often advises clients on compliance matters, and conducts internal investigations related to potential fraud and abuse issues. He deals frequently with HHS-OIG and the Department of Justice. Mr. Brennan's practice also includes advising clients on reimbursement, transactional, certificate of need, licensure and certification, and other regulatory issues.

Mr. Brennan graduated cum laude from Georgetown University Law Center in 1978. He also holds a Master's Degree in Hospital Administration from The George Washington University. He received his undergraduate degree from Union College, Schenectady, New York, where he graduated cum laude and was elected to Phi Beta Kappa. Prior to entering law school, Mr. Brennan served as a hospital administrator for several years.

Mr. Brennan is a member of the District of Columbia Bar and numerous health care law associations, including the American Health Lawyers Association and the American Bar Association's White Collar Crime Health Law Subcommittee. He served for three years as Chair of the AHLA's 1,700-member Fraud and Abuse, Self-Referrals and False Claims Specialty Law Committee, the AHLA’s largest Specialty Committee, and prior to that was Vice Chair of that Committee.

Mr. Brennan lectures and writes frequently on health care fraud and abuse topics. Over the past ten years, he has frequently conducted the Health Care Fraud Primer session at the AHLA's Annual Medicare/Medicaid Conference. He recently co-edited the AHLA Members Briefings on the Stark II Phase I and Phase II Final Rules and the very recent (July, 2007) CMS publication of proposed changes to those Rules. He has participated as a speaker in national AHLA teleconferences regarding the anti-kickback statute, the False Claims Act, internal investigations, gainsharing, and many other topics.

John was named an AHLA Fellow in 2007, an honor bestowed on only 61 of the Association’s 10,000 members. Each year, from 2005 to 2007, John was cited by Chambers USA as one of the Top Health Care Attorneys in the District of Columbia. John was also named one of the nation's Top Health Care Attorneys in Best's 2006, 2007 and 2008 listings.
