James (J.J.) Saulino is an associate in Crowell and Moring's International Trade and International Arbitration groups. 

In his trade practice, J.J. counsels clients on compliance with the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), as well as anti-money laundering regulations administered by Treasury's Financial Crimes Enforcement Network (FinCEN) and U.S. sanctions programs administered by the Office of Foreign Assets Control (OFAC). His practice also covers issues relating to tariff classifications, foreign trade zones, and the Trade Agreements Act. 

In his arbitration practice, J.J. represents clients in both commercial and investor-state arbitrations. He has experience in disputes involving the Republic of Turkey, the Arab Republic of Egypt, and the Republic of Lithuania, and in such industries as construction, tourism, and manufacturing. 

J.J. received his J.D. from Harvard Law School, where he served as the executive student writing editor of the Harvard Law and Policy Review, the national law journal of the American Constitution Society. While in law school, J.J. served as an extern at the U.S. Department of State in the Office of the Legal Adviser and as an intern at the U.S. Department of Justice in the Criminal Division's Office of International Affairs. 

J.J. also holds a master's in Public Policy from the Harvard Kennedy School of Government, where his academic work focused on national security, counterterrorism, and cyber security. He is a fellow with the Truman National Security Project and has contributed to research publications of the Henry L. Stimson Center and the Belfer Center for Science and International Affairs. 

From 2005 to 2007, J.J. was the communications director to San Antonio Mayor Phil Hardberger, a position he had held during the campaign. A native of Akron, OH, he has previously worked in elections in New Hampshire, Ohio, and Texas. J.J. received his undergraduate degree from Princeton University in 2003.
