Doral Cooper is Chairman & CEO of C&M International, Ltd., an affiliate of Crowell & Moring LLP, a law firm with offices in Washington, D.C., New York, Los Angeles, San Francisco, Orange County, Alaska, Brussels, and London. C&M International is an international policy and regulatory affairs consulting firm composed of experienced former trade negotiators and diplomats, economists, and political scientists, many of whom have served in senior positions in the U.S. and foreign governments.
Ms. Cooper founded C&M International over twenty years ago and has since built the organization into one of the premier international consulting firms advising U.S. and foreign-based multinationals, U.S. and non-U.S. trade associations, and governments. She brings to her clients an unparalleled understanding of the dynamics and personalities behind international policy-making, in-depth expertise in bilateral and international negotiations, and senior-level contacts around the world.
Prior to joining C&M International, Ms. Cooper held several key positions in the Office of the United States Trade Representative (USTR), Executive Office of the President. As Assistant U.S. Trade Representative, she formulated, negotiated and implemented U.S. trade policy for Asia, the Middle East, and Africa and administered the U.S. Generalized System Preferences (GSP) program. Ms. Cooper was the Head of the U.S. Delegation and Chief Negotiator for the U.S.-Israel Free Trade Agreement, the first FTA entered into by the U.S.
Earlier in her career she served in the White House Council of Economic Advisers and with the Board of Governors of the Federal Reserve System.
Ms. Cooper holds a Master of Arts in International Economics from the Johns Hopkins University School of Advanced International Studies and a Bachelor of Arts in Political Science from Indiana University.
