Doral Cooper is President of C&M International, Ltd., an affiliate of Crowell & Moring LLP, a law firm with offices in Washington, D.C., New York, Irvine, Brussels, and London. C&M International is an international trade and investment consulting firm of experienced former trade negotiators, economists, and political scientists, many of whom have served in the Executive branch and as senior congressional staff.

Prior to joining C&M International, Mrs. Cooper held several key positions in the Office of the United States Trade Representative (USTR), Executive Office of the President. As Assistant U.S. Trade Representative, she formulated, negotiated and implemented U.S. trade policy for Asia, the Middle East, and Africa and administered the U.S. Generalized System Preferences (GSP) program. Mrs. Cooper was the Head of the U.S. Delegation and Chief Negotiator of the U.S.-Israel Free Trade Agreement, the first such agreement entered into by the U.S. government. Mrs. Cooper also supervised the negotiation of bilateral and multilateral trade agreements in the Tokyo Round of Multilateral Trade Negotiations and designed the strategy to gain acceptance of those agreements.

Mrs. Cooper has also served as the International Economist at the White House Council of Economic Advisers, where she analyzed and forecast international events and trends. Prior to that assignment, Mrs. Cooper was an Economist in the Division of International Finance of the Board of Governors of the Federal Reserve System.

Mrs. Cooper received a Master of Arts in International Economics from the Johns Hopkins University School of Advance International Studies and a Bachelor of Arts in Political Science from Indiana University. She is a frequent lecturer and publisher on economic development, trade policy and negotiations, and U.S. trade law.
