Crowell & Moring served as an advisor to Petroleos Mexicanos (PEMEX) on all energy and related issues in the North American Free Trade Agreement (NAFTA) negotiations. This work included the development of negotiation strategies and tactics, preparation of substantive proposals, review and analysis of Canadian and US proposals, and judgments concerning the motivations and objectives of the parties.
